Permits and Inspections

The Development Services Department provides permit, plan review, and inspection services for the City of Raleigh. This is accomplished through the reasonable application of the North Carolina Building Codes and the Raleigh Unified Development Ordinance. 

We also operate the Development Services Customer Service Center on the fourth floor of One Exchange Plaza, and coordinate the independent review of all development-related departments.

While Development Services staff handles most of the permitting and inspections in the City of Raleigh, there are permit and inspections issued through Police, Special Events, and Housing.

Monday - Friday (excluding holidays) | 8:15 a.m. to 4:45 p.m.
Exception: We open at 9 a.m. every first and third Wednesday of each month for staff training.

Submittal Times:

  • Applications for all NEW submittals will be accepted Monday- Friday until 4 p.m.
  • Resubmittals with a transaction number will be accepted Monday-Friday until 4:30 p.m.

Submittal Times: All acceptable projects may be submitted up to 2 p.m. daily.


Both Residential and Non-Residential development projects require City of Raleigh permits before work may commence. The process allows the City to ensure that buildings are well-constructed and safe for occupants.
