Note: For Public Hearings, advance sign-up to speak is required. Signing up to speak for Rezoning public hearings does not guarantee the opportunity to speak due to time limitations.

PUBLIC NOTICE is given that a public hearing will be held by the Raleigh City Council on the date and at the time designated below, to solicit comments on each of the items described or under the hearing date and time.   Pursuant NCGS §166A-19.24, the public hearings will be conducted during a remote meeting of the City Council. Those wishing to provide comment on one or more of the listed public hearing items may do so by either signing up to speak using the Sign-Up Portal below before 5 p.m. on the Friday preceding the date of the public hearing or providing written comment within 24 hours before the time the public hearing is scheduled to begin.  

Because the upcoming City Council meeting will be a remote WebEx event meeting and to allow staff time to assist citizens in preparing for such a meeting format, persons wishing to speak during Public Comments must sign up in advance using the online form below or call the City Clerk’s office at 919-996-3040, no later than 5 p.m. on the Friday prior to the meeting. The web form will appear on this page when the sign-up window is open. Please send presentations to councilpresentation@raleighnc.gov.

Written Public Comments can be submitted to the City Clerk’s office, P.O. Box 590 Raleigh, N.C. 27602, or via email cityclerkpetition@raleighnc.gov, up and until 1 hour prior to the meeting. All written Public Comments timely received will be read into the record or summarized during the Public Comment period. Copies of the written comments will be provided to the Council members at or before the meeting. Others can obtain copies from the City Clerk upon request. 

The hearing will be broadcast for viewing by the public via the following channels: the City’s website, the City’s YouTube Live Stream, or Channel RTN-11. If you are unable to access via TV or web, please contact communications@raleighnc.gov or 919-996-3000 to obtain instructions for how to listen via telephone.

Public Hearings happen during the City Council meeting. Public Hearing Process

Note: For Public Hearings, advance sign-up to speak is required. Signing up to speak for Rezoning public hearings does not guarantee the opportunity to speak due to time limitations.

The UDO provides that at the public hearing, those in favor of the rezoning will be allowed a total of 8 minutes to explain their support and those opposed to the rezoning will be allowed a total of 8 minutes to explain their opposition. If you want to make sure that your position is communicated to the City Council, proponents and opponents are encouraged to choose one or two spokespersons and/or present their concerns in writing prior to the hearing.

If you intend to utilize a presentation, email the file to councilpresentation@raleighnc.gov. Deadline to send presentations for upcoming council meeting is 5 p.m. on Friday prior to the meeting.
