The Permit and Development Portal is a tool used to manage development review and permitting processes. The portal features a number of benefits for users, including:
- A centralized dashboard to monitor your development projects;
- More, real-time notifications throughout the review process;
- View development activity near you;
- Enhanced, online scheduling for inspections; and
- The option to pay fees online.

What is the permit and development portal?
A new way to manage your permitting and development activities in the City of Raleigh. You can schedule inspections, pay fees, and monitor all projects in the portal.
What can I do in the portal?
The following cases are available during phase one of the portal launch:
- Infill Determination (verification request)
- Zoning verification request
- Tree conservation permit
- Tree impact permit
- Public infrastructure reimbursement - Streets
- Public infrastructure reimbursement - Utilities
- House/heavy equipment move (Right-of-Way)
- Major encroachments (Right-of-Way)
- Street, lane, sidewalk closures (Right-of-Way)
- Board of Adjustment
- Certificate of Appropriateness/Historic landmark
- Facade grant
The ODC has been permanently replaced by the Permit and Development Portal. You can do everything in the portal that you could in the ODC.
Is there a credit card limit when paying fees online?
The City of Raleigh does not have a limit on credit card transactions.
Can I use any browser to log into the portal?
The following web browsers are supported: Internet Explorer 11.0 and higher, Google Chrome, Mozilla Firefox, Apple Safari.
Why can’t I find my address when I search for it?
Make sure you only put in the street number and street name when searching for the address. Do not include the suffix when searching for your address (i.e. exclude Drive, Parkway, Road, etc.). Also, make sure you click the magnifying glass to conduct the search.
Registration + Account
Do I need to register to use the portal?
Yes. Registration is required for all users, including current customers of the Development Services Department. Click here to visit the portal website. Click the drop down arrow next to the word "Guest" in the top right corner, click "log in" and you will be walked through the steps.
Do you have any videos to help me through the process?
I don't see my confirmation email in my inbox.
Please check your spam or other email folders, as sometimes the registration email is delivered to those locations, depending on your email provider.
I received the confirmation email, but the "confirm" link is text only and I cannot click to confirm.
This is a security feature put in place by your email provider. Please follow the instructions from your emali provider to release the security settings.
Can I use my Wake County permit portal login information to log into the City of Raleigh Permit and Development Portal?
No. While the City of Raleigh and Wake County do use the same permitting software, each system is configured differently. Therefore you must register a new account for the City of Raleigh Permit and Development Portal.
The portal says my account has been locked out because I entered the wrong password. What do I do?
Wait three minutes and try again. As long as you remember your password and are entering it correctly, it will let you in after it resets. If you need to reset your password, click the Forgot Password link and you will receive an email to reset your password.
What happened to the Rapid Response phone system that I used to schedule inspections?
The Rapid Response system has been permanently replaced by the Permit and Development Portal. You can now schedule your inspections through the portal on your phone, tablet, or computer.
How do I schedule an inspection?
Log into the portal and click the "Inspections" tab on your project. Any contact listed on a project is able to schedule an inspection once they are registered in the portal. View a tutorial on how to schedule an inspection.
How do I know who my inspector will be?
Your inspector information will populate in the portal the morning of the day that your inspection is scheduled. We are not able to provide an exact time of arrival for your inspector. Please plan accordingly.
I am unable to schedule my inspection in the portal.

City Planning Services + Approvals
What City Planning services will be available through the Permit and Development Portal?
- Certificate of Appropriateness (Major and Minor Works)
- Facade Grants
- Variances and Special Use Permits
Certificate of Appropriateness (Major and Minor Works)
Beginning July 8, all applications for a Certificate of Appropriateness (Major and Minor Work) must be submitted through the Permit and Development Portal. Applications will no longer be accepted by mail or in-person. Historic preservation staff will be available to help applicants throughout the transition. Questions about this new service may be directed to RHDC. As a reminder:
- Major Work COA applications are reviewed by the Raleigh Historic Development Commission in a monthly quasi-judicial evidentiary hearing.
- Minor Work COA applications are reviewed by staff.
Starting July 8, the Permit and Development Portal will allow users to apply online for a City of Raleigh Façade Grant. The Façade Grant Program provides matching funding to businesses and property owners in Raleigh's Downtown and older commercial districts to put a new "face" on the way they market their goods and services. To learn more about the program and to find out if your project is eligible, visit the web page for more information. Once you have determined eligibility you can apply online through the Permit and Development Portal.
Beginning July 8, rezoning requests will be processed through the Permit and Development Portal. The portal allows applicants to track the progress and subsequent steps in the rezoning process.
Applicants will go to the Permit and Development Portal and enter information through an online form, then fill out and upload the Rezoning Application, and pay the application fee. To complete the request, the applicant will need to deliver a copy of Rezoning Application with original signatures, as well as any required postage-paid, addressed envelopes to the City Planning office in suite 300 of 1 Exchange Plaza. Once the application has been deemed complete and all technical documents have been approved, City Planning staff completes a review and places the case on the Planning Commission agenda. Questions? Variances and Special Use Permits
Filing for these two types of Board of Adjustment cases will become a lot easier July 12. All cases to be heard October 14, 2019, must be filed by August 15, 2019. To file clients will go to the Permit and Development Portal to submit an electronic application and process payment, this can be done as early as July 12. To complete the request applicants must deliver to the City Planning office stamped/addressed envelopes required to notify nearby property owners.
Annexation petitions can be requested by landowners who want city water and sewer services. To start the annexation process petitioners must fill out an Annexation Petition Application and submit it to the Department of City Planning. Beginning July 8, 2019, petitioners will be able to track the progress of their annexation case through the Permit and Development Portal. The Portal will allow petitioners to track the progress of their annexation petition and the subsequent steps for their case from initial filing to Public Hearing decision by City Council. Applicants will need to create an account to access information on their annexation petition and to follow along in the process. Future phases will allow petitioners to file annexation case completely online.
Administrative Alternate for Design (AAD)
Starting July 8, 2019, Administrative Alternates for Design will be processed through the Permit and Development Portal. The Portal will allow petitioners to track the progress of their request and the subsequent steps from initial filing to review by the Appearance Commission to decision by the City Planning Director. Applicants will need to deliver a copy of their AAD Application with notarized signature(s) from the property owner(s), as well as the required postage-paid, addressed envelopes to the Urban Design Center office in Suite 100 of 1 Exchange Plaza. Once the application has been deemed complete and all technical documents have been received, City Planning staff completes a review and places the case on the next available Appearance Commission agenda.
