Current Project Areas for Community Development

The City has selected three areas of Raleigh to focus revitalization efforts. These neighborhoods are East College Park, Martin/Haywood, and Idlewild Avenue. Homes built in these areas will benefit low- and moderate-income families who have incomes at or below 80% of HUD’s area median income limits (AMI).

Areas where the Community Development Division is working to add single-family homes and townhomes:

East College Park

The City has partnered with six builders to develop 98 single-family homes and 51 townhome units. Sixty percent of the new homes will be reserved for income-restricted buyers as defined by HUD guidelines and 40% of the homes will not have income restrictions. This is a two-phase project with single-family homes being built first and townhomes being built last. Find out more

Lane-Idlewild

At the July 6 City Council meeting, Council approved the Housing & Neighborhood staff recommendation to select Raleigh Area Land Trust (RALT) as the developer for the Lane-Idlewild assemblage. The subject properties are on the 300 block of Idlewild Avenue and the 900 block of East Lane Street. The development will include units for qualifying low- and moderate-income families (80% AMI). 

Martin Haywood

The City partnered with three builders to develop 23 single-family homes reserved for first-time homebuyers that meet income restrictions as defined by HUD guidelines. View area in Google Maps

Duplex Village 

The City is preserving an affordable housing development on New Bern Avenue. Rental property Duplex Village is comprised of 66 units that were built in 1949. The eastern portion of the site, consisting of 24 units in total, has been purchased by the City for future affordable housing opportunities. 

Washington Terrace

Washington Terrace is an aging 23-acre, 245 unit, low-income housing project in east Raleigh and located in the City's Neighborhood Revitalization Strategy Area. DHIC purchased the property with the assistance of $2.1 million in the City of Raleigh and is redeveloping the entire site in four phases. The first two phases are Villages at Washington Terrace (162 units for families) and Booker Park North (72 units for the elderly).
